As Hong Kong Disneyland Resort (HKDL) approaches its 20th anniversary in 2025, the magic extends beyond attractions and entertainment — it is also brought to life by the dedicated teams working behind the scenes.  Among them, the legal team plays a crucial role in ensuring guest safety, innovative experiences, and seamless operations.

Behind the Magic of Hong Kong Disneyland’s Legal Team

香港迪士尼營運廣泛類別的業務，法律團隊處理廣的法律議題，涵蓋酒店、主題樂園、餐飲、商品、環境、就業、知識產權等等，亦涉及國際性的法律事務。

HKDL operates a diverse range of businesses, with its legal team managing extensive legal matters, including hotels, theme parks, dining, merchandise, environmental compliance, employment, and intellectual property, as well as international legal affairs.

由 助理首席法律顧問及法律部門主管 鄧頌磐（Rita Tang）帶領，香港迪士尼法律團隊在維護法規合規性方面發揮重要作用，並為全新主題區「魔雪奇緣世界」等重大項目提供法律支援，確保賓客能夠安全地投入在香港迪士尼的夢幻世界中。

Led by Assistant Chief Counsel - Head of Legal, Rita Tang, HKDL’s legal team plays a key role in ensuring compliance with regulations and supporting major projects such as the launch of World of Frozen, allowing guests to immerse themselves in Disney’s storytelling with safety and security.

Rita 剛入職從基層職位做起，現在已晉升為法律部門主管。任職中層管理職位期間，她曾擔任  Steering Committee 的會議文書記錄，得到機會瞭解度假區不同部門職責和運作機制，瞭解管理層決策邏輯和領導方向，以更全面的角度站在各部門的立場理解度假區營運的需要和挑戰，這對她成為法律部門主管後的決策有所幫助。

Rita started her career at HKDL from an entry-level position and has now risen to head the legal department.  During her tenure in mid-level management, she served as the secretary for the Steering Committee, gaining insights into the responsibilities and operational mechanisms of different departments.  This experience allowed her to understand management’s decision-making logic and leadership direction, helping her make well-rounded decisions when she became Head of Legal.

在新冠疫情期間，法律團隊迅速應對變化，確保樂園遵守政府規定，同時為賓客和「演藝人員」提供最佳體驗。例如，他們巧妙地將園內熱賣的爆谷重新包裝成可帶回家的紀念品。其後亦因應最新政府的管制即棄塑膠新法例（「走塑」）條例，爆谷包裝更新為紙盒包裝，可見法律團隊與其他部門的靈活變通，以配合最新法規安排。不僅符合法規，還讓賓客能夠繼續享受美味小食。

During the COVID-19 pandemic, the legal team swiftly adapted to changing regulations, ensuring the park complied with government policies while maintaining the best possible experience for guests and Cast Members.  For example, they creatively repackaged the park’s signature popcorn into take-home souvenirs.  Later, in response to new government regulations on single-use plastics, they transitioned the packaging to paper boxes, demonstrating the legal team’s flexibility in adapting to new policies while preserving the guest experience.

另外，疫情期間，市民足不出外，部分場所未能營業，香港迪士尼為了讓市民繼續可以享受度假區美食，和購買心愛的迪士尼產品，法律團隊與餐飲部、商品部合作，制定靈活網購方案，包括推出真空美食包、網上商店，讓市民安坐家中都可以盡享迪士尼美食和購物體驗。

Additionally, with limited mobility and business closures during the pandemic, HKDL sought ways to bring magic to guests at home.  The legal team collaborated with F&B and merchandise departments to introduce vacuum-sealed meal packages and an online store, allowing guests to enjoy Disney delicacies and shopping experiences from the comfort of their homes.

除了安全保障，法律團隊亦推動業務增長，促成一系列企業合作，為賓客帶來獨家體驗。他們的專業法律協助度假區拓展品牌業務，如支援讓社交媒體商業帳戶、網上商品銷售平台及「10K Weekend」活動等項目得以順利推出，開創更多商機。

Beyond safety assurance, the legal team also contributes to business growth, facilitating strategic partnerships that offer guests exclusive experiences.  Their legal expertise has supported HKDL in expanding its brand operations, including enabling social media business accounts, online merchandise sales, and large-scale events like 10K Weekend.

以近二萬人參與的迪士尼跑步盛事 10K Weekend 為例，賽道跑過「迪欣湖活動中心」、樂園和三間迪士尼酒店，活動會場位於度假區的旅遊巴士停車場，場地有土地用途限制，法律團隊研究土地用途和牌照要求，並向相關部門申請和協調，令場地能夠合法設置商品部、小食亭、兒童遊樂區等設施，而活動參加者亦可以即場購買樂園商品和小食。

For example, 10K Weekend, a Disney running event with nearly 20,000 participants, featured race routes passing through Inspiration Lake Recreation Centre, the Park, and three Disney Hotels. The event venue, located in the resort’s coach parking area, had land-use restrictions. The legal team researched land regulations and licensing requirements, coordinating with authorities to ensure legal compliance, allowing the setup of merchandise booths, food kiosks, and children’s play areas, enabling participants to purchase exclusive Disney products and snacks on-site.

此外，香港迪士尼法律團隊為香港迪士尼多項社區計劃，給予專業法律意見，包括處理IP及版權使用等項目，促成相關項目順利推出。

The HKDL legal team also provides expert legal advice for various community programs, including intellectual property and copyright matters, ensuring smooth project execution.

例如早年協助落實 童康服 計劃幫助病童，並與 Make-A-Wish 合作，助願望童Josephine實現設計並義賣首飾的夢想，由香港迪士尼商品部製作後在樂園商店售賣，所有收益按照Josephine願望捐贈與有需要人士，包括和她有類似經歷的小朋友，將迪士尼的歡樂帶給更多有需要的人。

For instance, they played a key role in launching the Dress Well program, which supports children undergoing medical treatment.  They also collaborated with Make-A-Wish to help wish kid Josephine realize her dream of designing and selling jewelry at HKDL, with all proceeds donated to those in need, including children facing similar challenges, spreading Disney magic to even more people.

Rita在2024年榮獲「The Legal 500 GC Powerlist: Hong Kong 2024」殊榮，充分肯定了她在法律界及香港迪士尼的卓越貢獻。「The Legal 500」獎項是對法律業界資深從業員的認可，認證行内有一定年資和經驗，並且對法律界有貢獻的從業員，是重要的國際性獎項。

In recognition of her contributions to both the legal field and HKDL, Rita Tang was honored in The Legal 500 GC Powerlist: Hong Kong 2024.  The Legal 500 is a prestigious international award recognizing seasoned legal professionals with extensive experience and industry contributions.  The Legal 500 award is a recognition of experienced practitioners in the legal industry, certifying practitioners with a year of experience and contributions to the legal industry. It is an important international award.

Disney’s Work Culture

Rita於2024年在公司工作滿15年，香港迪士尼為表揚及答謝已為公司服務十年或以上的「演藝人員」，去年及今年都分別舉辦了服務週年答謝慶典，Rita亦參與其中。Rita積極參加「演藝人員」活動，藉著這些活動機會與團隊建立協作精神和合作默契，例如Rita與團隊一同參加為「演藝人員」舉辦的龍舟比賽。

In 2024, Rita celebrated her 15th year at HKDL.  The Company holds the “Celebrate You” Service Celebrations in 2024 and 2025 in order to honor Cast Members who have dedicated over ten years of service, and Rita was among the honored attendees. She actively participates in Cast Member activities, strengthening team collaboration and spirit.  For example, she joined her colleagues in the cast-exclusive dragon boat race.

香港迪士尼提供非常家庭友善的工作環境，讓員工能夠實現工作與生活的平衡。Rita和女兒一起參加「演藝人員」和迪士尼義工活動，創造許多珍貴的回憶，例如一起參加沙灘清潔和支持兒童和殘疾人士的義工活動。

HKDL fosters a highly family-friendly work environment, allowing Cast Members to achieve a healthy work-life balance.  Rita and her daughter have created precious memories together by participating in Disney VoluntEARS activities, such as beach cleanups and supporting children and individuals with disabilities.

香港迪士尼積極推行家庭友善工作環境，優化育兒假和親子假政策：

• 侍產假從原本的5天大幅增加至3星期，並擴展至適用於領養小朋友或繼親等情況。
• 此外，為了幫助「演藝人員」與新加入家庭的子女建立更緊密的關係，香港迪士尼特別推出 親子假。當有18歲以下子女加入「演藝人員」家庭時，同事們可以額外獲得3星期的親子假，讓他們有更多時間與子女共度美好時光。

To further support a family-friendly workplace, HKDL has enhanced its parental leave policies:

• Paternity leave has been significantly increased from 5 days to 3 weeks, now also covering adoption and stepparent situations.
• Additionally, to strengthen the bond between cast members and newly joined children in their families, HKDL introduced Child Bonding Leave.  Cast Members with children under 18 joining their families are entitled to an additional 3 weeks of leave to spend quality time with them.

隨着 香港迪士尼樂園度假區 20週年慶典將於今年6月展開，法律團隊將繼續與樂園的奇妙締造者攜手合作，為賓客帶來更多精彩的迪士尼故事，以專業創作更多可能。

As HKDL’s 20th-anniversary celebrations begin this June, the legal team will continue working alongside the resort’s Magic Makers to bring guests more incredible Disney stories, shaping new possibilities through their expertise.
